Change at the Docks In the 1980s the City Council relocated its main offices to a group of warehouses in the Docks, Robert Opie created a Museum of Packaging in Albert Warehouse, the British Waterways Museum opened and the Merchants Quay shopping centre was built. During the 90s there were many plans but little development. With the growing national taste for waterfront housing and inner-city regeneration the Docks has lately been rediscovered as a desirable location. Albert Warehouse and the derelict Priday Metford flour mill are to become loft-style apartment buildings, and the South West Regional Development Agency has purchased the whole area to facilitiate its (and Gloucester's) transformation to a beautiful, interesting and eco-friendly place to live and work.
