At certain times of the year too much water gets into the river and has to escape over its banks. It has been happening for thousands of years.

When Bits of Gloucester go Underwater
Usually when the floods come people just get their feet wet, but sometimes the water is so deep that they have to use a boat! About every 200 years there is a really big flood causing disaster and sometimes tragedy. At certain times of every single year a 2 metre high wave races up the river through Gloucester. This is known as the Severn Bore, and is famous throughout the world.
