Additional Notes for General Guidance upon architectural character, etc.

1. NORTHGATE, SOUTHGATE, EASTGATE, WESTGATE STREETS

No change in character. Retain sense of individual and small-scale buildings. Avoid continuous flat horizontal facades. Where a multiple store will occupy more than one existing frontage, as in Eastgate Street, it is suggested that the grid plan might give variety where it strikes the curve of the street. Generally, each new building considered on merit, with special emphasis on silhouette and steep perspective. An overall plan for Westgate Street, under the auspices of the Civic Trust, seems admirable and could be extended.

2. NW QUADRANT

(a) Area West of Cathedral precincts:

Housing and landscape as already designed

(b) Cathedral precincts:

In principle no change. New custodian's gate in College Street. Via Sacra subject to special landscape detail, with good pavings.

(c) North of Pitt Street:

Hardwood trees as indicated could be planted in advance of inner Ring Road construction. Fencing to Ring Road important. This area should be regarded (with that of the precincts) as a comprehensive landscape design having in mind particularly the magnificent new view of the Cathedral from the inner Ring Road.

(d) Hare Lane - Lower Northgate Street - inner Ring Road triangle

Hare Lane car park interspersed with trees. Worcester Street (west side) subject to a new comprehensive or terrace design, same height as existing. Possibly includes site for new Methodist Church and Sunday School. Worcester Street (east side) and triangle: subject to individual development, special treatment to be given to new or existing elevations adjoining inner Ring Road.

(e) Area round Northgate

The most important single development under this plan, and a detailed design is advised. The building on the north corner of Northgate Street and Hare Lane should be specially well designed, but should remain simple; special attention should be given to the design of the sign in this prominent position. Buildings from Northgate Street to be individual and small in scale.

Height: No building to exceed three storeys, except in area (a) above.

3. NORTH EAST QUADRANT

(a) Northgate mansions - Spreadeagle Hotel

A building of six storeys or more would be permissible, should this site come to be developed. Exact height studied on working model proposed in para. 20.

(b) Clarence Street and Russell Street

Carriageway widened to 30 ft. East side to remain as an existing historic terrace. West side can be wholly changed, suitable for shops. It is imperative that the corner building between Dog Lane and Clarence Street be so designed to be a seemly terminus to Brunswick Street. Russell Street becomes cul-de-sac approach to 3-storey offices facing inner Ring Road

(c) Station Road - inner Ring Road - Bus Station triangle

This remains mainly as existing. Some tall trees advisable for the car park area.

(d) Area north of King's Square and St Aldate Street (excluding (a) above)

Should be considered for comprehensive development either as a whole, or in two or three parts. General character indicated on model, but subject to variation. Essential to retain general heights and treatment as shown to St Aldate Street.

The designer has proposed a Conference Hall, Restaurant and Roof Terrace at second floor level; space for entertainment, etc. below hall; on the ground floor shops and arcade.

The area is bisected by the new road connecting Worcester Street and Station Road, which acts also as a service road to adjoining buildings. Behind the Regal it is advised that a complex double storey car park (which could be increased to three storeys) be designed in conjunction with shops on the adjoining road frontages and stretching across the new road, as shown. A pedestrian way from roof level would lead to King's Square, and to Conference Hall. Escalator ('up' only) from bus station over access road.

(e) Bon Marche rectangle

Should be completed if possible. Heights to be retained. Additional change of character from St Aldate's Hall to Northgate acceptable.

(f) King's Square, west and south and east sides

General existing heights to be maintained, not less than three storeys, but facades need not be uniform. Form ways through to Clarence Street bus pavement, as indicated.

(g) King Street, pedestrian

Facades should encourage individual interest, be small in scale, and modelled in three dimensions.

It is suggested that the east side, when it comes to be redeveloped, be reserved for owner shops.

(Note: King Street has been shown widened to accommodate traffic during the development of the pan. Ultimately it is suggested that it be pedestrian as shown, and part recuperation of costs made by narrowing the Eastgate frontage to create shop window area. See para 54. Phase III (a)

(h) Hotel, King's Square

This is provisional only, the site is exceptionally good in regard to the central position, quietness, light, and spectacular views from the upper rooms. The actual position in the square has been determined by restriction on building elsewhere. The ground and first floors would be shops. Eight floors bedrooms, two floors restaurant, administration etc. Car park in basement and under part of King's Square, with access from Worcester Street extension. Illumination from glass bottom of pool above, Possibility of exposing old Roman wall should be examined.

(i) King's Square: landscape

The whole to be considered as a comprehensive landscape design. The scale and use of the patterns have been determined, but these must be enriched by further architectural and planting details. Note that the forecourt to the hotel should be treated as a pattern of materials to harmonise with the pedestrian areas. There are nine fountain jets, illuminated at night. Steps at NE corner.

(j) East of inner Ring Road

Valuable frontages are opened up for offices etc. with access from east.

4. SOUTH EAST QUADRANT

(a) Proposed Comprehensive Development of Market Area

Maintenance of height, scale, reasonable individuality along Eastgate Street. Eastgate market entrance to be retained, with special remodelling on south side towards shopping mall. Pedestrian shops two floors in height. Market Hall seemly on west, south and east elevations. Car park under. The new building west of bowling green (ground and three floors) could be (1) homes for old people (2) two-roomed flats (3) hostel for Technical College (4) private hotel, or any use taking advantage of central position, quietness and historic environment, but not requiring heavy car access. Scale of all buildings to harmonise with historic buildings which are to be retained. Complete landscape plan required, to include Via Sacra.

(b) St Mary de Crypt Churchyard and Greyfriars

Lower wall on north side of churchyard to 3 ft, reconsider position of upstanding grave-stones, retain existing trees. It is very desirable that a shopping window link be formed between Southgate Street and the market precincts. This merits close examination. Retain NE corner nineteenth century building as a folly, through which passes the new right-of-way. Open up Greyfriars to the north, and renovate.

(c) Bowling Green and Conservative Club etc.

Replace existing brick walls with open railings. Replace pavilion (gay, one storey). Keep west front of Club clear of trees. Note corner steps of Via Sacra, to match those of NE corner of King's Square.

(d) Brunswick Road

Main approach to Civic Hall. There should be a long-term programme of widening on east side. Multi-storey car park behind Plaza. The scale must not be too great, the model suggests two units. Offices facing inner Ring Road.

(e) Civic Centre

As already planned.

(f) Technical College Extension

As already planned. Service access (also to Greyfriars and flats) temporarily north of Via Sacra, as shown. Future extension across Southgate Street, designed as ceremonial south entrance to city.

(g) East and south of inner Ring Road

Good sites for flat, offices, etc. are created from Barton Street to Brunswick Road. The blocks should be square with the Civic Centre development, with maximum landscape between buildings and inner Ring Road. Access from east and south. Between Brunswick Road and Southgate Street the car park as indicated should be tree-planted. Pedestrian underpass where shown.

5. SW QUADRANT

(a) Blackfriars rectangle

Open up Friary as indicated, with surrounding open space. Adjoining elevation of north-south wing of Technical College to be considered as foil to Friary. Colour and quality of existing building corner of Southgate Street and Blackfriars might be reconsidered when development takes place.

(b) Blackfriars - Southgate Street - Westgate Street - Ladybellegate Street - Bull Lane rectangle

No change to Southgate and Westgate Streets. Internally to be developed to the maximum for car parking. A comprehensive scheme for multi-storey car parking somewhat as indicated should be prepared. Accept east side of Bull Lane as maximum encroachment on Clinic (historic building). North end of Bull Lane, east end of Crosskeys Lane, pedestrian. Ladybellegate Street to be widened to 30 ft.

(c) Between Ladybellegate Street/Bull Lane and Barbican Road/Berkeley Street

Potential Development undetermined. No tall buildings.

(d) Barbican/Berkeley Streets and Quay Street/Upper Quay Street

Property of County, and development as already determined. Historic façade of business premises on Quay Street might be incorporated in a modern building.

(e) Westgate Street - Quay Street - Upper Quay Street

This area is shown undetermined. The west half should remain industrial. The east half should be held in reserve as potentially an important site.
