IV CATHEDRAL 39. It has been the endeavour in this Plan to unite Cathedral and City more closely than at present, yet the only physical disturbance is the new entrance to the precincts at Northgate. This would imply a third gate to the landscape round the Lady Chapel, and no public right of way need be established. The path is enclosed with hedge or wall where it enters, in order not to destroy privacy. It is recognised that extra maintenance would arise from the flow of people from the western housing to the North-East Quadrant, and extra public lighting. It would be agreeable also if the whole of the pavings of what is described as the Via Sacra, both inside and outside the Precincts, could be defrayed by public or private gift. The precincts are an extension of the Cathedral, and it is unseemly when there are too many cars. It may be possible that if cars were not permitted to wait in College Street, the gate to College Green could be restored, and with it proper control of entering cars.
